Trump-era Alternative Zones meant to assist low-income communities exploited by traders



Former President Donald Trump’s 2017 tax plan created Alternative Zones — a program of tax incentives to encourage funding in low-income communities. However as Paul Solman studies, that program has not essentially spurred financial development and jobs in distressed communities the way in which it had been envisioned.
